synt/misc: added proper Copyright and Copying conditions for program

This is a legacy commit from before 2015-03-01.
It may be incomplete as well as inconsistent.
See COPYING.legacy and README.history for details.
calculating tidal synthetics, which originate from Walter Zuern
Copyright notice in gez.f and bfotide.f is approved by Walter Zuern
