The conditional in libdatrwxxinfo was setup inappropriately. When requesting
the complete online help output by parameter "all", the format specific help
function was subsequently called with parameter "all", which is non-sense.

We are aware of the translation table being non-unique. Unfortunately this is
necessary because primary data was ill configured in SG056.

Usage texts are moved from the compilation unit foutra.cc to separate text
files. Upon compilation appropriate C++ source code will be prepared
automatically. This style of providing the documentation makes it easier to
keep it up to date and to provide references from elsewhere.
