[NEW] (whatscooking): create whatscooking branch

mission statement

The branch whatscooking is an issue tracking facility kept along with the
Seitosh repository, but separate from the actual Seitosh commits. Commits to
this branch record open issues and suggestions for issue resolution. The
actual steps taken in order to resolve issues shall be recorded in commit
messges to the main Seitosh branches. The whatscooking branch is regarded as
unnecessary for operation of Seitosh and may vanish from the repository
at any instance.
