libttsynt [DOC]: adjust doc markers and discard CVS keywords

Adjust doc-markers such that GPL phrase is not included in libttsynt.doc.
Remove obsolete CVS keywords.
Adjust make rule for libttsynt.doc to include include-files and separate
sections from different files.
