It can be fixed by following these steps:
1.) find the matplotlib folder (in my case it was "user/.config/matplotlib") with the python command >>> matp...After installing TCPliveLog and when starting it an NotImplementedError is thrown.

1.) find the matplotlib folder (in my case it was "user/.config/matplotlib") with the python command >>> matplotlib.get_configdir()
2.)in the matplotlib folder should be the matlibrc file, if it does not exist, create it.
3.)make sure the backend is qt4agg by adding the following line: "backend : qt4agg" (i only tested qt4agg, others might work too)
When trying to execute TCPliveLog now, "ImportError: No module named 'PySide'" is thrown.
this can be fixed by "apt-get install python3-pyside"
