Seems to be a malfunctioning NetworkManager's DHCP own client, see

* Anaconda (Fedora's installation routine) may/should create a file to
  allow root login at the very first reboot. This file should be deleted
after properly SSHd configuration.

* Adjust the paths of the binaries and the names of the package to match
both Debian like and RedHat like systems
* Deactivate the validation, because it does not work on Ubuntu. See
issue #31

Fix issue #41 and make Opera role run again

Fedora 28 does not provide python2-firewalld which is needed by the
ansible module firewalld. Therefore these roles would fail. See issue #28 for this
