This also fixes the return value of snprintf variants in case of full
buffer: The number of bytes that would have been written with an
infinite buffer is returned.

It has been empty for nearly all systems. People who used to put stuff
in config.h can still create a config.h on their own and inject
-include (gcc) or /FI (msvc) into their CPPFLAGS.

This especially removes unused complicated error reporting mechanisms

Just state the copyright and the project the files belong to. You can
then find the COPYING file for the whole project.

From the manpage: If c is not an unsigned char value, or EOF, the
behavior of these functions is undefined.
(So putting char into them directly is wrong)
