This replaces '[%Sx%O(x+1)]'.

be: Factorise the code to emit an asm node and use a callback for each backend to output the operands.

Add callbacks on functions that really need them instead.

All backends emit nothing for Phis and be_Keeps, so set this centrally.

This avoids strangely large positive numbers instead of negative offsets
on x86_64 hosts.

This prevents them from floating around and fixes backend/sparc_div.c.

- The backends can simply perform the finish_graph() steps in the emit()
  phase.

It has been empty for nearly all systems. People who used to put stuff
in config.h can still create a config.h on their own and inject
-include (gcc) or /FI (msvc) into their CPPFLAGS.

It is more consistent to use them and they are slightly faster to fetch.
