Resolve "Conflicts between versions of pint and pint-pandas"

These fixes ensure forward compatibility with python 3.9, pandas 2.1, pint 0.22, pint_pandas 0.5 and backward compatibility to python 3.8, pandas 1.5, pint 0.19, pint_pandas 0.2.
